General Definitions of common terms used by the County Highway Department
MVH
Motor Vehicle Highway (MVH) is the account of the general fund of the State to which credited collections from motor vehicle registration fees, licenses, drivers’ and chauffeurs’ license fees, gasoline tax, auto transfer fees, certificate of title fees, weight taxes or excise taxes and all other similar special taxes, duties or excises of all kinds on motor vehicles, trailers, motor vehicle fuel or motor vehicles owners or operators. Funds from the MVH are distributed monthly to local government units by the State Auditor. The funds allocated to counties are to be used for construction, reconstruction and maintenance of the roadway system under the County Executive’s jurisdiction.
LRS
The State Auditor created a special fund known as the Highway, Road and Street Fund. Revenues collected from the gasoline and special fuel tax and also increases in fees levied under IC9-29-4, IC 9-29-5, IC 9-29-9 and IC 9-29-11 are deposited into this fund. Monthly, fifty-five percent (55%) of the money deposited in the highway, road and street fund is credited to the State Highway Fund. Forty-five percent (45%) of the money deposit is credited to the Local Road and Street Account. In counties having a population of more than fifty thousand (50,000), sixty percent (60%) of the money shall be distributed on the basis of the population of the city or town as a percentage of the total population of the county and forty percent (40%) distributed on the basis of the percentage of city and town street mileage to county road mileage. In counties of a population of fifty thousand (50,000) or less, twenty percent (20%) of the money shall be distributed on the basis of the population of the city or town as a percentage of the total population of the county and eighty percent (80%) distributed on the basis of the percentage of city and town street mileage to county road mileage. Money from the Local Road and Street shall be used exclusively by the cities, towns and counties for:
PAVE
Placement of 1-1/2" minimum of hot mix asphalt over the entire road
PATCH PAVE
Placement of hot mix asphalt over areas of distress pavement which have settled, blown up due to the freeze thaw cycle (after repairing the base course with compacted aggregrate, #53 stone) or paving over pipe replacement areas
SINGLE SEAL
Placement of Liquid Emulsion and one layer of #11 B gravel over the entire road
STRIP SEAL
Placement of Liquid Emulsion and one layer of #11 B gravel over areas of distress pavement
DOUBLE STRIP SEAL
Placement of two layers of Liquid Emulsion over areas of distress pavement
PUG MILL PAVE
Placement of 3" of pug material over the entire roadway to build up base course
CENTERLINE DRAG
Placement of 1" minimum hot mix asphalt on the entire roadway with one pass
